Cortland County Sheriff's Captain Receives Medal of Honor

Last month in Albany, Governor Kathy Hochul presented Cortland County Sheriff’s Captain Anthony Phelps with the New York State Police Officer Medal of Honor — also known as the Governor’s Police Officer of the Year Award — for demonstrating exceptional courage and bravery for actions taken during an incident last year.
